Location: Ministry of Finance, Q-Block, Pak Secretariat, Islamabad.
Minimum Requirements:
Qualification: Master's Degree in Finance, Accounting, Statistics or equivalent from a recognized University. (Higher qualification preferred)
Experience: Minimum 10 years of post-qualification experience in cash management/treasury management, preferably in NBP/SBP.
Skills:
Excellent written and oral communication
Proficient in computer usage and office software packages (MS Office)
Advanced knowledge of spreadsheet and database packages
Experience with web-based management systems
Key Responsibilities:
Review and streamline institutional and administrative arrangements for Cash Management & Central Fund (CM&CF).
Develop mechanisms for:
Obtaining monthly cash inflow/outflow data from Central Account No. 1 (Non-Food)
Cash forecasting (annual, half-yearly, quarterly, monthly, weekly)
Integrating cash management with debt management
Managing cash buffer with SBP
Provide guidance, feedback, and training to line ministries for improved cash forecasting and management.
Monitor and systematize monthly forecasts by line ministries.
Compile, update, and present aggregated cash forecasts.
Assist in evaluating forecast risks through scenario/sensitivity analysis.
Support government agencies in cash forecasting.
Develop simple templates for PAOs to provide the necessary information.
Devise mechanisms for:
Maintain liaison with key stakeholders within the federal government.
Provide statistical support and prepare key periodical reports.
Perform duties assigned by the Project Director, PMU.
